Does anyone know how to detail partition wall to prevent dust migration? Does it mean stud have to go all the way up to the underside of floor for perfect seal, and don’t use insulation?

I think you need to take the stud and wall board up to the structure, put sealant along the connection so there's a complete separation between the rooms. You almost treat it like a rated wall.
