Question:
In a sample question it states that... The Contract Documents form the basis of the legal relationship between Owner and Contractor but not Owner and Architect...can someone explain this? I thought the B101 is also a legal relationship between Owner and Architect.

Owner/Architect agreement is not part of contract docs.

Thanks... But if B101 is not part of Contract Documents then why is it called a Contract Document?

Because it is.
You're confusing contract documents that are part of a project manual with contracts in general.
The contractor is not a party to the owner-architect agreement so they have no business seeing it.
