Essential Services Building Seismic Safety Act

Hello,

The Essential Services Building Seismic Safety Act states that the Local Agency is the enforcement agency if the building is not owned by the State of California, and if it is owned by the State of California, then the Division of the State Architect is the enforcement agency.

How do we know if the building is owned by the state? Here is the list...are there certain buildings that are obviously one or the other?

1. Fire Station
2. Police Station
3. Emergency Operations Center
4. California Highway Patrol
5. Sheriff's Office
6. Emergency Communications Dispatch Center

My guess is that you will be told in the question or scenario whether or not the building is owned by the state. Only the CHP makes me instantly think of it being state.

I just saw a sheriff's car at Staples and it said "county" sheriff's office, so I guess that would be considered local.

CHP and CalFire stations are state, so their buildings would most likely be owned (or leased) by the state. The others would depend on the specific situation, which they would likely tell you in the question.

Generally: Police are city, sherriffs are county, CHP are state. Fire departments can be city or county (depends where they're located) and CalFire is state.
