Why does Thaddeus mention beam under Clerestory for vignette

Perhaps I’m missing something in the NCARB program but one of Thaddeus’ requirements for the vignette for the lower level is to make sure you have a beam under your clerestory, regardless of where it is. Another words, even if it is not on a wall shared between both levels, say an exterior wall that is not supporting any joists. Can anyone explain?

"The structure must accommodate a clerestory window to be located along the full length of the north wall of the common area."

That has been interpreted to mean, among other things, that it should be supported. Since joists can only support roof loads, a beam is required.

So Coach, regardless of where the clerestory window is (even any exterior wall), we need to show a beam with column supports on the lower floor layer?
