Could someone please clarify if a beam is required to be shown on the lower level plan if it abuts a higher-roofed space and there is no clerestory window specified for the common wall between the two spaces.
Shouldn't the wall be assumed to run uninterrupted to the underside of the higher roof? Why the need for the beam if joists are not been supported?

Yes, beam is required. Rather than assuming wall is self-supporting (balloon-framed), assume it platform-framed.
