Mikalski's course vs Dorf

When studying structural layouts, Marc's course says that the most cost effective and economic way to plan a floor layout is to have the joist span the long dimension so that the girder is the shorter and therefore stiffer member.

In Dorf's vignette practice, he states the opposite and that you want to span your joists in the SHORT dimension. Which one is it?!

Neither.
The most efficient is to minimize total amount of beam while keeping joists at a reasonable length (35' or less).
