How important is it to keep the outside walls fairly aligned (i.e. not too many jogs in the building envelope)?

Not important at all. Just don't create recesses that are more than twice as deep as width.

No visual control.
Main entry must be in lobby.
Align LR doors.
Corridor exit is unnecessary.
EM more logical on first floor. Swap with SW.

Thank you. After I posted I noticed your other comments about visual control. Help me get it straight.

There should be an interior window from R that looks directly at the entrance to the GR. There should also be a window between R and CR close to CR's door, right?

Provide a reasonable line of sight from within R, through a window, to the doors requiring control (don't forget the main entry).
Distance from window to door is irrelevant.
