IL When is a room a room?

OK, so I'm working on Interior Layout #1 from Kaplan, and have a question about when a space is a room?

Example:

Reception
-Adjacent to the cooridor
-

General Office
-Must have an exterior window
-Circulation through this space to any other space shall be permitted.
-

So I looked at the answer an the Reception area is a 'room' (enclosed with a door), so what make this a room? In the General Office, is the key word Circulation? Meaning this room is open, and all other rooms would be enclosed?

Looking for a clear answer?

The key words are the entire sentence:
"Circulation through this space to any other space shall be permitted."

So if it doesn't say that you need to enclose it?

What in the world are you asking?
The program is clear. If kaplan's isn't clear that's because it's kaplan. I would stay away from everything they produce regarding vignettes.

IL has a number of rooms and a remaining space from which the rooms are accessed. If you look at the draw menu, you'll see all of the required rooms listed.
