Clarification on furniture in front of Exec. Desk

Could someone clarify on accessibility in front of of the secretary desk and executive desk (See image)? Does the entire 3' "rectangle" of clear floor area need to be clear in front of the desk or can it be partially clear?

My gut tells me NO. That bookcase would need 36" in front to access it. I think if you sketched a clearance box infornt of it, it would hit the desk.

Shift it down a few inches, I think it would work.
