It looks good to me.
Open image in photoshop or similar. Crop. Resize the image so largest side is 600px

Is the 36" clearance measured from the back of the chair or the table - referring to the conference table and the table for 4?

I thought that if nothing is behind the chair, you need 36" from the table to the wall.
If there was a piece of furniture behind the chair you need 36" from the back of the chair.

Can someone confirm my logic?

Just trying to confirm if 36" is required from the back of chair (to wall) in conf rooms

You'll need 36" clear from the back of the chair to the wall in the LCR conference table, otherwise the middle chair is not accessible.
