Roof Vignette - Determining Clerestory Height

On the NCARB sample passing solution, they show the roof height above the clerestory at 19'-0" (see below)

If you work back from the West edge of the lower roof @ 9'-6" to the clerestory, the top of the lower roof is 18'@3:12 slope = 54/12 = 4'-6".
Then, 4'-6"+9'-6" = 14'
The clerestory sectional height is 24" (2')
So, 14'+2' = 16'.
Adding 18" for roof thickness, the upper roof above the clerestory could be as low as 17'-6". Can anyone explain why NCARB put their upper roof at 19'-0". Are we to assume another 18" for the clerestory that isn't in the program? Thanks,

Look at the entire solution for the answer.

Work through the Exhibition Space Roof from the EAST edge. It turns out, the roof elevation difference at the clerestory window-wall is a result of upper roof ridge position amongst other program requirements.

To achieve a tighter elevation difference at the clerestory window wall, the upper ridge position can shift east, and/or the western upper roof slope can be increased. But, that only adds unnecessary drafting since the initial resulting elevation difference is sufficient for the clerestory window + upper roof construction.

I agree with the OP. I don't understand why it's not 17'6". Can anyone clarify this? I test in 3 days.

The low part of the roof on the East Side would have interfered with the lower roof had it not been moved up.
