ramp vignette & questions

Questions:
1. Does 5' turn around need to be clear of handrails/guardrail? I shown it two ways, first way not clear of handrails, second way is clear of handrails.
2. On the landing with the 8" elevation, can I assume that since I backed it up against a higher landing and ramp, that it is solid or do I need to run the handrail around? If I need to run the handrail then I will need to widen the landing if I need to stay clear of the handrail.
