Stair Vignette - Egress Width Question

Say the Ground Floor has an occupancy that is large enough to dictate the width of the stair. i.e. wider than 44" and the other floors don't have a high enough occupancy to dictate a wider stair width. Does it really matter the occupancy count for the ground level since they won't be using the stair to exit? My main question is would the stair width be required to be larger than 44" just based on the Ground Floor occupancy needs? Thanks for any insight.

If the ground floor doesn't use the stair to exit then it has no impact on stair width; however, it may impact path of egress on that level.
