Coach-Questions re: Ramp Landings & 60" turning space

Coach,

Questions regarding ramp landings. On a switchback ramp, if my landing is 5'-4" x 7'-4" and has the minimum 5'x5' space:

A. Are the railings allowed to cross in to the 60" turning space circles? As you can see in the attached image, the lower 60" circle crosses the inner railing.
B. Does the inner railing on the landing need to be 4" away or is it OK as shown (approx. 1" away)

Circle must be clear.
Circle may be anywhere on landing.
Fine as shown.

Short inner railing as shown encroaches on the lower circle. Should I move the railing 1" to the left to clear it?

The upper circle fits. You only need one clear circle anywhere on the landing.
