Stair Width Question

If the occupancy of a lower level requires a wider stair than the floors above it, does the entire stairway need to be the required width of the lower level, or just the stairs leading down from that level. In other words, if a 48" wide works for the second level, but the intermediate requires 66", can the stair from the second to the intermediate level be 48" wide, and then the stair from the intermediate to the ground (as well as path to exit) be 66"?
