Is the handrail at the stair landing allowed to protrude into the required 44"?

Perpendicular rail may not.
(Code reads: Stair Landings least dimension in the direction of travel= 44".)
44" is minimum. That dimension on your solution must be 60" min. If not, you're reducing egress width in direction of travel.
