Ramp Vignette Option 2 - Exam Monday, Please Review!

I wanted to attempt a switchback before Monday, my questions are:
1. Do I need to wrap the railing around the lowest 3" height landing, or does the landing serve as a rail?
2. I turned the railing at the bottom of the stair to not decrease exiting width. Should I turn the rail at the end of the stair or at the 3" centerline up from the end of the stair? (See stair detail images for reference)
