Area of Refuge Question

So in 3.0 version, the program calls for a area of refuge in the second level. It also states that one AR is required for every 200 occupants or portion thereof based on the stairway occupant load.

GF serves -440 occupants
SF serves -220 occupants

-do I just consider the occupant load of the floor where I am proving the AR (in tis case 2nd floor)
- based on the second floor occupant load of 220 don't I need two AR?

It's based on stair load. Ground floor doesn't use stair to exits.

It also says 1 area of Refuge for every 200 occupants or PORTION THEREOF. and the second floor load is 220 occupants.
So Do I need another area of refuge?

It also says the 2nd floor has 2 exits, so the stair load is only 110.
