Ramp Vignette Handrail Questions

Hey all,
I'd like to clear up some questions I have on required clearances for the NCARB Ramp vignette.
In the screenshot attached, the ramp width is shown at 44", with railings protruding into this zone 4" on both sides. The landing is drawn 60"x 60" as req'd for turn around.

Clarification 1) The 4" railing protrusion encroaches in the 60" turnaround space of the landing, does the landing need to be sized up to account for this??

Clarification 2) "Should" the railing be located so it reaches its max protrusion of 4", or will it be marked down if you place it so that it only protrudes 2" into ramp/landing?

Clarification 3) lastly, please verify that I'm correctly interpreting that the railing can encroach 4" both sides of 44" wide ramp//stair, thus leaving 36" clear between railings.

1) That landing doesn't require a circle, so no. When required, circle must be clear.
2) It's best to consistently hold rails 2" off everywhere.
3) Correct.
