Double check but I think your 107' line is too close to the locomotive display. 107' to 107'6" would need at least 2'6" separation to meet the minimum 20% slope requirement. Distance between other a full grade would be 5' separation to achieve 20%. Ex. 107' to 108' needs a 5' separation.

No way min slope between 106 & 107 is met NE and SE of the display. Not even close.
Max slope likely exceeded at the SW corner of the display.
