Proximity - 2 Buildings within a Certain Distance

If the Site Design program requires 2 buildings within a certain distance, how do I measure it?

For example, if the program requires "The Office Tower and the Restaurant shall be no more than 150 ft apart," which is the appropriate way to measure the distance to make sure they are within the required distance?

Image 1: 150' radius circle placed at the CENTER of the Restaurant, OT placed within the circle.

Image 2: 150' radius circle placed at the EDGE OR CORNER of the Restaurant, OT placed within the circle. (2 buildings can be further apart)

got feedback from NCARB staff from Google+. They said is measured from the closest points of 2 buildings.
i.e. If 2 buildings required no more than 150' apart, the closest point should be 150' or less :roll:
