Service Drive / Drop Off, Separate?

When a program asks for a service drive or drop-off entry access, do they both require a separate drive than the street access drive? See attached, I'm assuming the layout shown in the attached image is ok for drop-off access, but would not be allowable for a program that calls for a access through a service drive?

The "drop off" is a component found in alternates and may not exist in the real exam.

The key is they should not interfere with the flow of traffic. Barring more explicit program info, I would have a spur for service (like the ncarb program) and a pop-out, bulge, widening, whatever you want to call it, for drop off.
