disclaimer: I'm studying for this one too. I'm not a pro, but from my understanding you have more than a 20% aka 1:5 slope in a few places unless I'm reading your circles wrong.

what I am trying to drill into my head on this one is its gotta be between 2% min and 20% max aka 1:50 and 1:5 and if all my slopes are within that range I should be Ok.

I think your swale on the east side is way to narrow...too dramatic.

so basically when you modify a grade line you cannot exceed the 2-20%? if I'm understanding this correct.
Please help. I've never don't a site grading in my career so this is new to me

that's my understanding---that any changes you make must be in that range.

One question I have is if the existing site already has areas that are over or under that amount and are not really in the vicinity of say the locomotive station in this case do we need to modify them so the entire site is w/in that range.

I'm not sure I told you correctly on your swale when I said it was too narrow. I hope Sparky will weigh in on this.
