How do you achieve the 45 degree sun angle on the plaza?

45 degrees means the shadow is cast the same distance as bldg height.

No. At (solar) noon, the sun is due south, 45 degrees above the horizon.

For this to work, in the NCARB problem, office must be rotated 45 degree in order not to be blocked by the sun?

Here is a revised solution.

New trees upwind of the restaurant serve no purpose.
Inadequate building separation.
Rotate the restaurant 180 and you reduce the amount of sidewalk needed.

In your solution, rotating the office 45 degrees still creates shadow on the plaza.

You are allowed to have a small bit of the plaza in shadow. I kept the shaded area of the plaza under 5% and passed.
