project overhead vs general overhead

Ok, this may sound dumb but I'm having such a tough time with this. Now I get the difference. Project overhead is like temp facilities on site, general overhead is like the admin lady who answers phones in the office.

Ok I get that. What I don't get is is the Contractors profit a percent of BOTH project + general overhead or is it only a percent of project overhead?

Does the contractor charge you a portion of the admin assistant in the office who answers phones and all the work that is not billable or is that a cost the Contractor just eats?
Does he charge you for the time the Partners spend creating marketing material?

In a cost-plus contract, "plus" = profit and overhead. Direct overhead is part of the cost. Indirect overhead is the "plus" overhead.
