Remember that your rolling clock DOES NOT reset when you transition, so if you're looking to take fewer exams, you need to know the full picture of what you're getting into.

Scenario 1 - Transition with SPD, PPP and CDS
If you lose:
CDS, you will have to pass 5 more exams!
PPP, 5 more.
SPD, 3 more.

Scenario 2 - Transition with PPP and CDS
If you lose:
CDS, you will have to pass all six 5.0 exams!
PPP, 5 more.

Plan accordingly.

I have a question on what takes precedence. I've taken and failed PPP twice and only have one more try before I have to wait a year to take it again. My year ends in mid March, where I will be allowed to take the exam 3 more times. My question is if I schedule to my 3rd exam end of February, does that mean I can take it again mid March or will I still have to wait 60 days? I hope my question is clear

You always have to wait 60 days.
