Whole Building Design Guide says: "A familiar example of a programmatic strategy is the relationship or "bubble" diagram. These diagrams indicate what functions should be near each other in order for the project to function smoothly."

With regard to the multiple choice, because programming is listed, programming would be the best answer in my opinion. I have not picked through the link Coach posted, FYI.
