ARE review manual 4.0 - 5.0 discrepency

I just noticed that the ARE review manual 4.0 says fresh air requirement is 15-60cfm, but in the ARE review manual 5.0 it's 5-20CFM. How come the new requirement is so much less?

Could be because of the adoption of the 2010 IECC. Less fresh air intake would increase the efficiency of systems. Also, ASHRAE 62.1 was updated in 2013, which could impact this. Or, you know, could be a typo!

i realize it "could be" the energy code or a typo, but just want some verification since the requirement is now half of what it use to be. For example, smoking rooms use to be 60 cfm and now they are 20 cfm....Can somebody help to confirm this?? I'll look in ASHRAE and IECC later, thanks.
