I did evaluate my degree I earn outside US through ESA long time ago.
Do I need to do again through NCARB ?

The only way Ncarb evaluates your degree is through EESA. If you have already done that and you have what's called "EESA-NCARB Evaluation" then you don't need another one. You should establish a record with NCARB to proceed further and get an IDP requirement satisfied and then take exams. Some states may allow you to take exams along with satisfying IDP. At this point your best bet would be to call NCARB and ask this question to them.

Good morning,
I just received my EESA evaluation report and I need 9 credits:
3.00 credits in English Composition
3.00 credits in Laws and Regulations
3.00 credits in Ethics and Professional Conduct
Any guide please on what is the quickest way to get these credits?

That is a good prognosis. It is as good as it gets in the case of a foreign degree. Congratulations!
Earlier this year, I was at the AIA Conference A'17 and I had a long discussion at the NCARB & NAAB booth. The actual decision makers of this sort were all present there. I strongly suggest that you call NCARB and ask to speak with someone who is knowledgeable on the subject. If they ask you to call NAAB for that, just follow their directions. You might get away with taking a foreigner English exam to get the English credit. For the rest, there is a list of acceptable courses that might very well be available at your local community college.

For the record, I have completed my IDP and exams and I have the license. But I don't have the NCARB Certificate because I haven't done this degree evaluation. It's something that I'll do whenever I have an extra $1500 dollars. So keep us posted here about what happens in this journey.

Overseas,
I did the EESA evaluation about 5 years ago and my only deficiency was English Composition.
The fastest way, if you have a good command of English, is to take a CLEP exam.

I don't know about the other two.
