Unit price

When do you use unit price?
A) programming
B) SD
C) DD

My answer would be SD phase but I’ve seen people used it during programming to benchmark big ideas.
Comments appreciated.

That is a tough set of answers as I agree with you that I have seen unit costs typically used during programming and SD. Once you get to a DD level estimate, there should be enough information to do an actual take-off.

I hope your answer key can identify the reference they are using to make a decision between Programming and SD as the 'right' answer.

"Unit Price" is the amount per unit the contractor uses when they are bidding on the project. So it should be CD phase, which is not even an option you listed. For programming and SD phase, area/volume estimates is what is used typically as you are still in the design phase and do not know how many "units" (such as how many doors/windows/etc.) of items you are going to need.

You are misunderstanding unit price in this context. Unit price is used in programming for larger buildings with repeated elements like hotel rooms. It gives a Rough Order of Magnitude. Bids are handled through take-offs (usually by subs)
