Structural Implications of increased dead load at the roof

I'm a little confused on pros and cons of increasing the dead load at the roof. I know that top heavy buildings will have an increased overturning moment but also the dead load can be used to resist overturning and uplift.

So my question is, will increasing the dead load at the roof of a 1 or 2 story building reduce the overturning moment or increase it?
