variance vs conditional use permit ?

ran into this question can someone explain to me why the answer conditional use permit?
IF A PRIVATE DEVELOPER WISHED TO DEVELOP A CEMETERY IN AN AREA CURRENTLY ZONED FOR LIGHT MANUFACTURING, THE DEVELOPER SHOULD APPLY FOR:
A) CONDITIONAL USE PERMIT ( THIS IS THE RIGHT ANSWER)
B) CONDITIONAL EASEMENT
C)NONCONFORMING USE PERMIT
D)VARIANCE

B) Clearly incorrect.
C) Nonconforming uses are existing uses/structures that no longer conform to current ordinance. They're typically grandfathered in and allowed to remain.
D) Variances are for acceptance of relatively minor physical noncompliance. They don't apply to uses.

Conditional use permits are required for any use not specifically allowed or specifically prohibited in a zone.
