What is the difference between EPA in a Federal level and State level?
It seems like they govern the same acts and functions the same?

Fed EPAs mission is to protect human heath and safeguard the natural environment- air water and land.
It regulates Clean Air Act, Clean Water Act, Toxin Substances Act, (Federal) Endangered Species Act, National Environmental Policy & Superfund.

CAL EPAs mission is charged with developing, implementing and enforcing the states environmental protection laws that ensures clean air, water, soil, safe pesticides and waste recycling and reduction.
It administers and enforces the Clean Air Act via the State Water Control Resource Board & the Clean Air Act via the Air Resource Board.
The following agencies fall under the umbrella of CAL EPA:
Air Resource Board
Dept of Pesticide regulation
Dept of Toxic Substances Control
Office of Environmental Health and Hazard Assessment
State Water resources Control Board
