Does a permit/approval need to be issued before a Mechanics Lien can be filed?

In filing a Design Professional's Lien, I know that a permit must be issued.

I am full of questions, I guess that means it is close to test time.

My thought:
Since mechanics lien is "when construction starts" - this means permit should be pulled prior construction?

Also, what is the reason that mechanics lien only applies to Private projects? Is it because parties are not allowed to file lien against a public "property"?

I would appreciate more discussion on this one! Thanks!

yes.
you cannot put a lien on public property, just public funds with a stop notice.
