My question pertains to a practice question.

For a project to construct a new public safety building in an unincorporated area of California, would you invite

1.) City Council members,
2.) Police and Fire Staff (the occupants), '
3.) and the Mayor?

I ask because that is what the correct answer is. I'm confused because I thought unincorporated areas in California are usually governed by a board of supervisors with a primary supervisor at the County level. I mean if they have a mayor and city council, doesn't that mean they are incorporated? I don't disagree with inviting the occupants, obviously.

Please advise.
