Planning review for public schools?

Does the local building department perform the entitlement and design review process for public schools/ buildings that will ultimately be reviewed by DSA for building permit? In other words— even if state agencies like DSA (or OSHPD) will ultimately review the project for building permit compliance, the local building department still entitles the project and reviews/ approves for design conformance, zoning, and other planning department review items first, correct?

I don't know if there's an "official" CSE study guide answer. I studied Woo and Doucette and don't remember anything about this. BUT I just asked my husband, who works on schools including those reviewed by DSA. He says that DSA trumps local agencies, so no planning review through local.

So does that mean there isn’t a planning review for public schools? Who reviews for local requirements such as zoning restrictions (FAR, open space, setbacks, etc) and design? Does the local school board facilitate the CEQA process?

In general, public school districts cooperate with local authorities; however, local authorities have no de facto jurisdiction within the property lines of the proposed school. There are legal remedies for local authorities if they consider a school district's actions egregious, but legal action is never to be considered on the exam.

Local school districts handle their own CEQA.
