Are buildings exempt from CEQA after natural disaster?

Thank you Couch! Yes, I've read this site back to back, but it does not mention Natural Disaster.
Other code restrictions are sometimes less after natural disaster, so I wanted to know if CEQA loosens up the regulations after natural disaster. There was no mention of it on that site, so I guess they dont.

"15269. Emergency Projects
The following emergency projects are exempt from the requirements of CEQA.
(a) Projects to maintain, repair, restore, demolish, or replace property or facilities damaged or destroyed as a result of a disaster in a disaster stricken area in which a state of emergency has been proclaimed by the Governor pursuant to the California Emergency Services Act"
