No License for T.I's?

From the CA practice Act:
5538-Nonstructural Store Front or Interior Alterations or Additions Excepted
This chapter does not prohibit any person from furnishing either alone or with contractors, labor and materials, with or without plans, drawings, specifications, instruments of service, or other data covering such labor and materials to be used for any of the following:
1. For nonstructural or nonseismic storefronts, interior alterations or additions, fixtures, cabinetwork, furniture, or other appliances or equipment.
What is the definition of an interior alteration?
Can you can do T.I's without a license if you are just moving around partitions?

Then why is there that lobby to get interior designers stamping ability to do T.I.'s?

No clue. Maybe they're lobbying for a stamp to begin with since there is no ID license now.
