California Code of Regulations vs California Law

I am trying to understand the similarities and differences between the California Code of Regulations and the California Law. CCR has 28 Titles and CL has 29 Codes. I am not sure of how the two reference each other or if they are separate stand alone regulations that have nothing to do with each other. Any thoughts?

The California Law includes 29 codes as u stated. Within this, one of the 29 codes is the Health & Safety Code.

The Health and Safety code includes the following:
-California Code of Regulations
-California Retail Food Code
-California Clean Air Act
-Essential Services Seismic Safety Act
-Hospital Facilities Seismic Safety Act

So to answer your question, the CA Code of Regulations falls within the Health and Safety code which is just 1 of the 29 California Laws. Hope this helps...

Read the Guide to Title 24, that helped me understand the different parts and found out things i didnt know.
