The APA says that an unlicensed DP can design a building of wood construction no more than 2 stories and basement in height. does it matter how many levels in basement u can have? in other words can a two stories and two levels of basement be signed by DP?

This is the part you're referring to:
"(1) Single-family dwellings of woodframe construction not more than two stories and basement in height."

In other words, one level of basement. You can't do two or more. Then you would have to be licensed.

Here's the rest of it.
