While looking at other States that have no extra tests besides ARE (95% States & a few
has online), I found this in NCARB website, re. CA:

35) May an NCARB Certificate holder compete in a design competition
in your jurisdiction without first being registered? No
36) May an architect not registered in your jurisdiction consult with a locally
registered architect who assumes responsible control for a project? Yes
37) May an architect not registered in the United States or Canada consult
with a locally registered architect who assumes responsible control for a project? Yes

35) I am not sure this concerns w/ public project-competition or just ANY competition.
I had a few competitions, before passed ARE, for public museum/schools, but never
ran across this. So the hosts of these competitions just collect our participation fees,
and not knowing this ?
(36) and (37): So if such "architects" are not registered in CA, then it can be ANYONE ?
And that ANYONE can be living inside CA per this phrasing ? Note the word
"consult with" can be similar to "team up with" in common sense, or common laws.

I wonder where can I find this similar language in APA ?

I've never seen anything in the law regarding competitions.

Note the word

Anyone can hire an architect. Ncarb's questions are rather ridiculous.

That part of the site is incomplete and full of errors. If you want to know a state's laws go to the state's site.
