i was reading at 1009.1 of CBC, didn't quite get grasp of it. When is an Accessible stair well (the exit) needed?

AMOE can include horizontal exit, corridor, stairway... and even elevator.

Understood, but under what conditions they are needed?

I tried hard to understand your question. Why do you need a stairwell in the first place, without being
a MOE or AMOE ? An extra set of stairwell only needed when certain OL or bd height reach some upper limits.
If that was what you meant then a Google search would do.
