Programming question

I picked up this question fr PPP forum.
People there has different answers.
Perhaps in light of CSE we might have
the correct answer.

Q. Architectural project program should include
which of the following? check four that apply.
a. a basis of design
b. owner project requirements
c. type of structural system
d. type of HVAC system
e. a budget
f. type and quantity of spaces.

My thought: Programming happens before SD, which
(c) and (d) are still being considered as alternative systems,
as in plurals. No system will be selected yet, accordingly
to C141 (Consultant to review alternate building systems in SD).
As a result, there is no (a).
So what left are (b) (e) and (f).
What is your thought ?

I think it would be a,b,e,f. I feel like the basis of design is not the design itself but the idea behind why the design is needed and what it will accomplish, which would be applicable to the program. Any thoughts?
