Which agency has the authority to approve this project ( A day spa in historical building near Ocean and Creek in Orange County) as designated by the California Coastal Commission ACT?
1)CCC
2)Orange County Board of Supervisor
3)City Planning Commission
4)City Planning Department

I thought the answer is 4) CCC but Woo's answer is 3) Planning Commission.
Could you shed light on this?

CCC or LCP may issue a coastal development permit, which will signify the compliance with the coastal act. However, this does not approve a project to be built. You'll still need a discretionary approval from the authority having jurisdiction, prior to applying for a building permit. Such approval is usually given by the planning commission during the last phase of the entitlements process.

I think the key to this question is looking at all the answers and determining which of the 4 choices has the most 'approval' authority.
