I believe expansive soils, like clay, is just a characteristic of the soil itself regardless of water table height.

Gravel will not become expansive in a high water table. Clay soils are expansive but will not become a problem unless water is introduced.

I remember same Woo's question re. foundation choice
bases on given hi-WT. The A=mat fndatn o/ pile, spread ftg and step wall fndtn.
I guess such A is an attempt to cover the worst situation when in doubt
whether clay soil is in present. (Such doubt will never happen in reality).
