FEMA Permit

If a site has a stream in it, would it automatically be considered to be partially in a flood zone meaning that a FEMA permit would be needed if building is to take place?

Very good question.
I think the answer to this is Flood Control Board.

Yet, in light of Katrina, Oroville, SanJose Creek and stuff that happened to us lately,
(and soon Hayward earthquake,...not Del Paso) I wonder if FEMA steps in and build something
temporarily, schools or shelter, including srvc kitchen, do they ever "permit"
anything ? Where do DSA, DEH and GSA stand ?
