Who is the agency for a federal project in coastal zone in California, if the project is in the areas with Certified LCP's?

U.S. Coast Guard
California Coastal Commission
local county officials/county planning department

My answer is "local county officials/county planning department " because federal coastal zone management act give the commision authority over federal activities and once a local agency has a LCP certified by CCC, that agency takes over the responsibility for issuing Coastal Development Permits.

But, I would like to verify.

I would probably opt for the same answers, but shouldn't you know more about the project to make the right choice?
With that I'm referring to the Ca. Coastal Commission webpage.
Under Statutory responsibilities it says: 'the Commission retains original permit jurisdiction over certain specified lands (such as tidelands and public trust lands).'

Good question.
I scratched my head for more than 2 minutes. That's over
the allotted time for the test. I'll call my LCP tomorrow
and let you guys know.
