Are Open Bids expected to meet the requirements of the Public Contract Code?

Specifically, are Bidders required to attend Pre-Bid meetings for an Open Bid?

California Public Contract Code 6610

Public agencies have the option to include a requirement for any type of mandatory prebid conference, site visit, or meeting. If they require one, they must include a time, date and location of the mandatory prebid site visit, conference or meeting, and when and where project documents, including final plans and specifications are available. Prebid meetings cannot occur within a minimum of 5 calendar days of the publication of the initial notice.

A prebid job walk is not required but is highly recommended in order to make sure all responding contractors have seen existing conditions and have a chance to ask any questions prior to bidding.
