Hello Coach, I have read again CBC-17. Seems to me:
a) The items listed as required for special inspection are
most likely be seen in every project. Yet the
price quotesfor those inspections always come from 3rd party (inspectors),
and cities (even big city like SF) will not have it available
when we submit CD and Schedule for Special Inspections.
Hence GC will not have it included in the bid price (unless they
have to estimate it base on their experience. And I think they
have to do so, to cover the cost later, since 13.5.1 said:

b) The twist here is Owner has to pay for extra inspections
arisen out of those inspections (special or not), as explained
here for 13.5.2,
given the Work is complied.
