Whose fault is that?

1. An architect specified a product but it failed to perform then whose fault is this? Architect or manufacture?

2. An architect revised the drawings base on plan check correction but later problems came up because of the revision. Whose fault is this? Architect or Bldg. Dept.?

Without fault of GC, P1 of Product Spec shows Product Warranty, and that will point to Manufacturer.

Code enforcement officers won't be blamed for misinterpretation of the Codes (they better not). You can sue them, by the way (it's a free country), but may not win.
